부평구 삼릉마을의 줄사택은 대가없는 노동의 사명이 주어진 일종의 수용시설이었다. 그들에 의해 주입된 가난과 차별의 시선을 우리는 81년이 지난 현재까지 극복하지 못했다. 아픈 기억으로만 여겨 이곳에 살고 있는 주민들에게마저도 거부당하고 있는 것이 현실이다. 아직까지 우리는 일재의 잔재인 근대유산들에 대한 인식이 사회적으로 합의되지 못하였다. 역사적 가치만을 강조하여 완전한 보존만을 주장하고, 역사적 가치는 묵살한 채 무분별한 개발을 주장함에 의해 결국 줄사택도 일부만이 남겨지게 되었다.

나는 현재 남아있는 줄사택지 및 그 주변을 역사문화전시라는 새로운 프로그램으로 활용하여 근대문화유산과 문화가 공존하는 공간을 만들고자 한다. 이 지역의 아픈 과거를 인식하고 경험함에 이어 전시를 둘러보며 과거를 돌아볼 수 있는 기회를 마련한다. 근대문화유산의 활용, 낙후된 주택지의 변형, 주민들 및 방문객들이 누릴 수 있는 커뮤니티 시설의 마련, 여러 휴게공간을 통해 오랫동안 침체되었던 부평구의 회복을 기대한다.

Julsataek in Samneung Village, Bupyeong-gu, is a kind of shelter where labor missions are given no price. Eighty-one years later, we have yet to overcome the poverty and discrimination that they have injected us. It is a painful memory, and the residents of the area have rejected it. We have yet to reach a consensus on the remnants of modern heritage. Only a few of the Julsataek were left because they emphasized historical values, emphasized complete preservation, ignored historical values, and insisted on reckless development.

I would like to use the remaining Julsataek residential land and its surroundings as a new program called historical and cultural exhibition to create a space where modern cultural heritage and culture coexist. After recognizing and experiencing the painful past of the region, we will have an opportunity to look around the exhibition and look back on the past. It is expected that Bupyeong-gu, which has been stagnant for a long time, will be restored through the utilization of modern cultural heritage, the transformation of backward residential areas, the improvement of community facilities for residents and visitors.
