진주 혁신도시(충무공동)에는 더딘 인구유입에 반해 상가는 과잉 공급되면서 이로 인한 공실률이 증가 되고 공기업(ex. 한국토지주택공사(LH) 등)들이 이전해옴에도 불구하고 여전히 아빠만 이사오는 혁신도시. 이러한 과잉공급으로 인해 빈 집, 빈 상가가 다수  발생해 유령도시, 유령 상권으로 전락해버렸다. 이러한 공공기관이 입주하고 해도 결과적으로 "사람"이 없다. 왜 그런지 이유를 찾아보니 진주혁신도시가 정주여건을 갖추지 못해 열악한 교통환경, 주민 편의시설 및 의료시설 부족, 교육 인프라 부족등의 이유가 있었다.

그래서 나는 진주혁신도시(충무공동)의 정주여건 개선을 위해 이미 잘 구축되어 있는 자전거 도로 인프라를 적극활용하여 전동킥보드/ 전기 자전거 대여프로그램 (교통부분), 자녀 교육에 맞는 다양한 체험시설 및 도서관 등과 같은 교육프로그램(교육부분), 사이트바로옆 미술관과 연계한 전시프로그램, 혁신도시 주민과 이전된 공공기관 직원들의 축제,문화프로그램, 그외 커피숍과 같은 편의시설이 복합적으로 있는 복합문화센터를 지음으로 인해 진주혁신도시(충무공동)의 정주여건을 개선시키고자 한다.

Jinju Innovation City (Chungmugong-dong) is an innovative city where only fathers move in despite the increase in vacancy rates and the relocation of state-run companies (ex. Korea Land and Housing Corporation (LH) due to the slow influx of people. This oversupply has led to a number of empty houses and empty shops, turning them into ghost towns and ghost commercial districts. Even if these public institutions move in, there are no "people" as a result. Looking for reasons why, there were reasons such as poor transportation environment, lack of convenience facilities and medical facilities for residents, and lack of educational infrastructure because Jinju Innovation City did not have residential conditions.

Therefore, I actively utilize the well-established bicycle road infrastructure to improve the settlement conditions of Jinju Innovation City (Chungmugong-dong) and electric kickboard/electric bicycle rental program (traffic sector), Educational programs such as various experience facilities, libraries, etc. suitable for children's education (education part), It aims to improve the residential conditions of Jinju Innovation City (Chungmugong-dong) by building a complex cultural center with exhibition programs linked to the art museum right next to the site, festivals of residents of innovative cities and employees of relocated public institutions.
